2. If elected, would you consider revising the HRO to make it mandatory rather than voluntary to comply with LGBT nondiscrimination protections, following the example of the Indianapolis HRO?

“I do not know enough about the Indianapolis HRO to comment about it. Overt discrimination is unacceptable as far as I am concerned. I have always had trouble with mandatory regulations in Bloomington because reg's are often mandatory for some but not for other people.”

3. If elected, would you support or oppose the current policy of extending benefits to the domestic partners of Bloomington city employees?

Because same-sex couples have limited access to legal recognition of their relationship and their families, a domestic partner registry can be used to assist employers who wish to make domestic partner benefits available to their employees. Would you support or oppose creation of a Domestic Partner Registry for Bloomington?

“I am not certain creating a registry would be in the best interests of gay or transgendered people. In the wrong hands a registry could be deadly, literally. I would be very conservative in pursuing or widely disseminating this kind of information. If one could be certain information would be used for purpose intended only, then yes, but I would be concerned it would fall into the wrong hands or the wrong data base.”

5. An Equal Benefits Ordinance would require certain city contractors who provide health care benefits to spouses to offer the same benefits to the domestic partners of their employees. Such an ordinance would be applicable to opposite-sex and same-sex couples. Currently, Bloomington does not have such an ordinance. Would you support or oppose passage of an Equal Benefits Ordinance for Bloomington?

Hudgins: I believe every citizen of Bloomington deserves to be treated with dignity regardless of race, sex, gender, sexual orientation or national origin or familial status. God did not create any second-class citizens or individuals. Everyone must be treated fairly and be willing to treat others the same. People need to support one another and not fight or insult one another. Each of us has difficulties and obstacles to overcome. Sometimes we have to overlook a….
